Shipping Conditions are like filters for your orders to determine what method is best for your order to use. The method is the means in which you will ship. (like UPS Ground, FEDEX Ground, USPS Priority Mail Etc...)
Go to your Shipping Conditions and Methods Area first
YourDomain.com > Modules > Ecommerce: Products (mX) > Shipping Conditions/Methods

NOTE: in the "available shipping services" area only enabled (checked) Services will offer options to buyers. Even if there is a method setup for a service that isn't checked.
First you should understand what a Condition is, and what a method is.
A Condition is like a filter. You can setup the Condition/Filter to determine if the items in the order should use this condition or not. For example.... You can have a Condition specify that an order needs to be over $100 in total to be able to use this condition and these methods. Or the order may have a certain Quantity or weight requirement.
NOTE: Each condition needs at least 1 method
A Method is the actual means in which cost for shipping is calculated and a shippper like UPS or USPS is chosen.
So let's take a look at the Condition settings:
Naming the Condition is something only you will see internally. Customers do not see this name. I recommend naming the condition based on the settings. For example if this applies to a certain buyer group, then you should name it accordingly. (shipping for bulk customers) etc...
Placing. This is important because when an order goes to calculate shipping it starts at the top of the condition list and works its way downward. so if an order meets the filter of the condition on top it will use the methods in that Condition before checking any of the other Conditions.
Item Quantity Range You can specify a range of items. So if you wish to require customers to have at least 5 items in the order before getting a special shipping rate, you would put 5-999999.
Order Total Range You can specify a order range here. For example if you want to give a flat rate or special rate of shipping for orders over $100 then you would put 100-999999. (NOTE: you don't actually specify the shipping discount here, only the filter of what orders will get this special shipping attention. You will setup the rate in the Method)
Weight Range You can specify a weight range. IF you have heavy items and wish to use flat rate or special rates for large shipments you would specify how heavy the range should be here.
Destination Zone This is where you can choose what zone you are shipping to. You can specify what areas are covered in a zone in here: YourDomain.com > Modules > Ecommerce: Products (m7) > Shipping Zones
Source If you have multiple shipping sources, then you can specify a source here. For example: If you want to only use 1 shipper from a certain shipping source then you could specify the source here and the shipper in the method.
Items You can make a Condition that applies only to certain items.
Apply to Buyers/groups If you wish to apply a special set of shipping settings to a certain buyer or group you can choose the group here.
No Shipping to P.O. Boxes If you do not want to ship to P.O. boxes then you can check this box.
